MISSION VALLEY— The temperature's supposed to warm slightly this weekend, just in time for the soft opening of Chilly Ribbons, the "shaved snow" concept that's staking a claim in San Diego. This first location is their kiosk at the Westfield Mission Valley mall, next to the Macy's entrance and The Sweet Factory, and it'll stock a rotating selection of five flavors.
