NORTH PARK—Sea Rocket Bistro's Tommy Fraioli came out on top of the Saturday's, Chef of the Fest competition at the SD Bay Wine & Food Festival. His deconstructed version of a Vietnamese sandwich (banh mi), using pork cheek but garnished with the usual veg, won out over the second place entry from Amy DiBiase of The Shores, a cruspy-skinned seared salmon with beets and grapefruit.
